leadership opportunity - remote alaska fqhc

CHIEF EXECUTIVE OFFICER
Iliuliuk Family and Health Services (IFHS) has initiated a national search for its next Chief Executive Officer to lead a unique community health system serving the City of Unalaska and the International Port of Dutch Harbor. Designated as an FQHC, IFHS is also the only on-island emergent and urgent care provider. The 24/7 demands on the medical team have a direct impact on their clinical practice and the overall operation of the primary care clinic. There are virtually no other FQHCs like IFHS.

A $6.5M Joint Commission accredited Federally Qualified Health Center, IFHS enjoys broad support from the community and its stakeholders and is seen as key to health care. They have significant relationships that include the fishing industry and business community, local government, the Ounalashka Corporation and Qawalangin Tribe representing the native community and its Unangan culture. Unalaska has a culturally diverse year-round population of about 4,500 residents that doubles in size during the height of the fishing seasons. IFHS has a history of responding to community needs. At the same time, there is concern about IFHS’ ability to bridge the gap between crisis-oriented care and primary care. Given the staffing challenges associated with its remote location and its necessary focus on emergent/urgent care, it is difficult to establish and maintain patient relationships in primary and preventive care.

IFHS is at a critical crossroad. Operational and strategic demands call for a Chief Executive Officer who can lead and manage a clinical/administrative/financial operations turnaround; lead the development & implementation of a strategic plan and initiatives; evaluate, recommend and pursue strategic relationships that may include mergers and/or acquisitions; facilitate a change in organizational culture that is necessary to the organization’s future; create a high functioning leadership team that will drive performance; and stabilize competent staffing at all levels.

Unalaska’s remote location and limited access contribute to a unique local flavor that offers an excellent school system, virtually non-existent traffic congestion, low crime rate, moderate temperatures and diverse outdoor recreational opportunities. Unalaska is a perfect place for individuals and families who value rugged individualism and a shared responsibility for each other’s welfare.

Our “Ideal" candidate will be a seasoned professional from community health systems, passionate about serving people and who has turnaround and or start-up experience, including change management work, especially in rural/remote settings. The candidate will demonstrate the highest level of integrity and have a history of building trusting relationships – internally with the Board and staff and externally with communities, strategic partners and funders; and, in addition, also has a demonstrated history in representing the best interests of communities, their organizations and staff in making tough business decisions. Candidates should be advocates for, and respectful of, cultural diversity in all aspects of the community and workplace. Accountability and competence will be a candidate’s hallmarks. FQHC leadership is preferred.
